Those are hair extensions put in with glue. If you can't afford to go to a hairdresser and have it done proffesionally, you can buy clip ins. I found some on ebay for you to give you an idea of what they look like, but you should find them in any place which sells fake hair.

You might want to go to a salon, as bleaching hair from black to blonde is very damaging. Yes, they'll bleach it first, then put the red colour in on it :)

Omg, he's sooo hot! You can find products in any drug store but it's better to go to the haridresser's for something like that, but it doesn't look too complicated! You can experiment with a small streak first. First you have to bleach the strands then put the red in.
